A Hub for Learning, Recreation, and Stewardship

The Mississippi River Learning Center (MRLC) is a visionary, mixed-use river-focused space combining the National Park Service headquarters with year-round environmental, cultural, and historical learning, as well as outdoor recreation experiences along Saint Paul’s stretch of the Mississippi River.

Located at Watergate Marina in Crosby Farm Regional Park, the MRLC will serve as a gateway to the Mississippi River, offering a new way for residents and visitors to connect with this vital natural resource. The project builds on Saint Paul’s long-standing effort to integrate the river into community life, reinforcing its role as the River Capital of the world.

A Gateway to the Mississippi River

The MRLC will expand public access to the river through:

• Restorative landscape design that respects the natural ecosystem

• Safe water access for kayaking, canoeing, and other recreation

• Cultural and historical learning experiences with a focus on Indigenous perspectives

• Outdoor programming led by expert guides and educators

The MRLC is situated on a strategic 25-acre site, surrounded by key destinations such as MSP Airport, the Mall of America, and Fort Snelling, making it an essential stop for both local and international visitors.

With programming led by partners: National Park Service, Mississippi Park Connection, and Wilderness Inquiry, visitors will:

• Experience the river firsthand—through paddling, hiking, and guided educational experiences
